The objective of this article is to explore the theoretical foundations of a wicked game. The theoretical part is based on the notion of wicked problems, which is developed further. It is also illustrated that the latest innovation strategy of the European Union, called smart specialization, resembles a wicked game. Comparison between the two revealed several similarities gives new insights into the theory of wicked problems and into the process of smart specialization.

This paper starts from the premise that regional planning as it is known is now defunct and something that we need to get used to. Identifying those disruptive elements that have undermined traditional forms of institutionalized regional planning, it is argued that contemporary planning debates are too obsessed with the institutional planning frame and have become distracted from the changing content of the real-world picture. The aim in this paper is to reassert the purpose and values of planning by rediscovering the content, conceptualize multiple and fluid forms of planning frames, and reposition the planner as an orchestrator and enabler of planning regional futures.

Planning is facing powerful challenges - professionally, intellectually, practically - in ways arguably not seen before. In this editorial we examine whether we have witnessed the withering away of regional planning. Our argument is that planning remains integral to the future of regional studies, but not in the form it once took. We argue for new approaches to planning regional futures. More broadly, this editorial and the Planning Regional Futures issue is an intellectual call-to-arms to engage planners (and those who engage with planning) to critically explore what planning is, and should be, for in how we plan cities and regions.

Collaborative processes have become instruments of choice in many programs of natural resource management (NRM) internationally. Collaborative approaches to wicked NRM problems appear attractive, given the difficulty of the issues, the wide range of stakeholders, and the dispersed responsibilities for NRM. This study of Australia's use of collaboration to tackle wicked NRM problems at regional scales examines four diverse case studies. We analyse and contrast the challenges of specific wicked problems, the historical emergence of collaborative forms, and the benefits and challenges encountered within each of four large regions. In addition to specific organizational and financial difficulties within each collaborative arrangement, we found several common challenges (and opportunities) over relatively long timeframes. These included: managing the intersection of diverse competing interests and mandates; navigating significant issues despite uncertain knowledge; maintaining focus and effort over long periods; building local and regional momentum and continuity while adjusting to policy changes at other levels of governance; recognizing opportunities for collaboration and adaptive change; and generating collaborative platforms for linking science-policy-community leadership. We reflect on what can be learned by comparing diverse attempts at the regional scale to utilize collaboration as an instrument for managing wicked socio-ecological policy problems over long timeframes. While considerable attention has been devoted to reducing environmental damage associated with mining, less is known about how to manage the social impacts of mining. Most achievements in this respect are associated with two approaches to managing corporate social responsibility: voluntary measures to gain a social licence to operate on the one hand and compliance with government regulation on the other. However in mining-intensive regions of Australia these have not delivered more sustainable management regimes and the challenge of accumulating problems remains. This article discusses two innovations-social impact management plans and strategic regional plans-that seek to introduce more integrated, collaborative management and achieve more than is possible for governments or corporations working alone. These may be characterised as examples of'clumsy solutions' which have been suggested as appropriate for dealing with so-called 'wicked problems'. The chapter considers their potential to leverage social sustainability for communities hosting mining operations.
